Higashigotanda 2-Chome Block 3 is located between Osaki Station and Gotanda Station, and surrounding parks and other open spaces and roads have been developed in stages. The south side of the area faces the Meguro River and buildings located in the vicinity include Shinagawa Hino Gakuen School & Shinagawa Ward General Gymnasium and Park Tower Gran Sky and Oval Court, which were built as part of urban redevelopment projects in this area.
There are around 30 buildings in the area, about 60 percent of which are at least 35 years old. Furthermore, with no pavements or only narrow pavements on some of the roads, the area faces safety and disaster prevention issues. To resolve these issues and promote urban development utilizing the environment of the Meguro River, the project aims to promote rational and sound advanced use of the land and develop waterfront spaces along the river by developing buildings with excellent earthquake resilience, roads and pedestrian spaces, and parks and plazas.
